(Maoísmo Línea Roja expresa un
fraterno y revolucionario saludo al valiente proletariado y pueblo de la India,
que desde hace varias décadas se encuentran en proceso de Guerra Popular dirigido
por el Partido Comunista de la India (Maoísta).
A continuación publicamos la
declaración conjunta, titulada DECLARACIÓN DE APOYO A LA GUERRA POPULAR EN LA
INDIA, teniendo en cuenta que se debe dar mayor énfasis en un contenido maoísta
con la tesis del capitalismo burocrático, lucha de dos líneas, guerra popular
hasta el comunismo, entre otras, y no solo usar como léxico, sino conocer la
trascendencia de esas tesis en el proceso de la revolución proletaria mundial y
en el caso específico de la India, para así poder dar una valoración más
objetiva a la luz del Marxismo-Leninismo-Maoísmo, desatando la lucha contra el
centrismo y revisionismo dentro y fuera de las filas revolucionarias.)
DECLARACIÓN DE APOYO
A LA GUERRA POPULAR EN LA INDIA
El imperialismo, fase superior y última del capitalismo, fase de agonía y descomposición del sistema capitalista mundial, ha sido y sigue siendo un parásito de la sociedad, una traba a su progreso, un devorador de hombres y un destructor de la naturaleza. Anhelar un nuevo modelo de capitalismo sin imperialismo, es un ensueño pequeño burgués. Pensar en vencer al imperialismo sin necesidad de la Revolución Proletaria Mundial, o pretender triunfar en ella sin derrotar al oportunismo, es antiimperialismo de palabra, apología imperialista de hecho. Más allá del imperialismo sólo sigue la Revolución Proletaria Mundial y la Sociedad Socialista bajo la Dictadura del Proletariado, que llevará a la Sociedad Comunista sin explotación del hombre por el hombre, sin diferencias de clase, sin guerras y sin Estado.
Contra la Revolución Proletaria Mundial – la tendencia histórica principal en la época del capitalismo moribundo – se alza la burguesía de todos los países imperialistas en asocio con las clases reaccionarias de todos los países oprimidos, pretendiendo evitar la sepultura del sistema imperialista mundial de opresión y explotación, por ser un sistema caduco e incompatible con la existencia de la sociedad, un sistema cuyo ropaje de igualdad, democracia y libertad, ha sido rasgado por la actual crisis económica, dejando al descubierto la colosal acumulación y concentración de capital y riqueza en la propiedad privada de los grupos parásitos monopolistas, en contraste con la miseria acumulada en la sociedad cuyo trabajo produce la riqueza. Ante tan dramática realidad ¡No basta resistir! ¡Es necesaria la revolución!
La India es un ejemplo material y gigantesco de esa situación. Es un hervidero de explotación, donde la esclavitud asalariada se refuerza con formas antiguas de explotación del trabajo, en un único proceso donde mil millones de personas producen para que unas minoritarias clases dominantes con sus amos y socios imperialistas, se apropien y concentren en sus manos toda la riqueza. La India es una cárcel subcontinental, donde bajo el emblema de la democracia se ejecuta la sanguinaria dictadura de la burguesía, los terratenientes y el imperialismo sobre las clases trabajadoras, con reaccionarias campañas militares como la llamada “Operación Cacería Verde” contra la justa rebelión de las masas trabajadoras más pobres del país.
En consecuencia, las agudas contradicciones sociales han convertido a la India, en un bastión y avanzada de la Revolución Proletaria Mundial, donde el Partido Comunista de la India (Maoísta) dirige la Guerra Popular de las masas oprimidas y explotadas alzadas en armas contra todo el poder político y económico de los opresores y explotadores, nacionales y extranjeros, dispuestas a derrocar y destruir el Estado reaccionario, y construir el poder de un nuevo Estado de obreros y campesinos, cuyos embriones ya surgen en diversas zonas donde el poder militar de los explotadores ha sido derrotado y en su lugar se instauran órganos de Gobierno del Pueblo respaldados en la Milicia Popular, a su vez embrión del armamento general del pueblo en el futuro Estado de Nueva Democracia, como una forma de la Dictadura del Proletariado.
En consecuencia, las agudas contradicciones sociales han convertido a la India, en un bastión y avanzada de la Revolución Proletaria Mundial, donde el Partido Comunista de la India (Maoísta) dirige la Guerra Popular de las masas oprimidas y explotadas alzadas en armas contra todo el poder político y económico de los opresores y explotadores, nacionales y extranjeros, dispuestas a derrocar y destruir el Estado reaccionario, y construir el poder de un nuevo Estado de obreros y campesinos, cuyos embriones ya surgen en diversas zonas donde el poder militar de los explotadores ha sido derrotado y en su lugar se instauran órganos de Gobierno del Pueblo respaldados en la Milicia Popular, a su vez embrión del armamento general del pueblo en el futuro Estado de Nueva Democracia, como una forma de la Dictadura del Proletariado.
La “Operación Cacería Verde” es un componente de la guerra injusta y reaccionaria contra el pueblo de la India, repudiada no sólo por los obreros, campesinos, tribus y pueblos, sino también por sectores democráticos y progresistas, dentro y fuera de la India.
La Guerra Popular es por el contrario, una guerra revolucionaria justa y la vía de la Revolución en la India, contra el Estado reaccionario protector de los privilegios de clase de todos los explotadores. Una guerra que merece y requiere el apoyo de los obreros y pueblos del mundo, como poco a poco ha ido calando en la celebración mundial del Primero de Mayo.
La Guerra Popular en la India, obliga al apoyo y solidaridad de los revolucionarios y especialmente de los comunistas marxistas leninistas maoístas del mundo, en correspondencia con el principio del Internacionalismo Proletario, radicalmente distinto al apoyo de los demócratas y progresistas, que no va más allá de exigir el respeto a los derechos humanos pregonados por la burguesía; de reivindicar las banderas burguesas de la igualdad, libertad, fraternidad y la democracia, que es democracia para los ricos y dictadura para los pobres; de manifestar una solidaridad que no sobrepasa los límites de la institucionalidad democrática del Estado burgués.
El Internacionalismo Proletario es diametralmente opuesto a la falsificación oportunista del internacionalismo, que se levanta contra el imperialismo norteamericano, pero se pliega y apoya a sus competidores imperialistas de Europa y Asia; que de palabra dice defender la Revolución Proletaria Mundial, pero en los hechos teme al imperialismo, traiciona y canjea la guerra popular por el establo parlamentario burgués; depone la lucha armada dirigida a destruir el Estado reaccionario para prosternarse ante la dictadura de la burguesía; renuncia a la revolución bajo la dirección del proletariado, para convertirse en apologista de la caduca revolución burguesa de viejo tipo. Ese ha sido el traidor, repugnante y revisionista papel jugado por el Partido Comunista de Nepal (maoísta) desde el año 2006.
El contenido esencial del Internacionalismo Proletario es el compromiso, apoyo y lucha por el triunfo de la Revolución Proletaria Mundial sobre el imperialismo, en la necesaria dirección histórica del triunfo mundial de la Dictadura del Proletariado. Y siendo un principio fundamental de la teoría leninista sobre el imperialismo, que sin derrotar al oportunismo la lucha contra el imperialismo es una frase vacía, toda conciliación con el oportunismo falsea y socava el verdadero Internacionalismo Proletario.
Está próxima a realizarse en Hamburgo, una Conferencia Internacional de Apoyo a la Guerra Popular en la India, promovida y encabezada por el Partido Comunista de Italia (maoísta) al cual se le criticó su conciliación con el revisionismo nepalés. Sin embargo, lejos de reconocerlo y corregir, negó su autocrítica, persistiendo en conciliar con la fracción revisionista de Kirán, jefe del llamado “nuevo” PCN(m), partidario de la teoría táctica del acuerdo de paz, defensor de los compromisos adquiridos en ese pacto de traición a la guerra popular, crédulo en la democracia burguesa y sumiso ante el imperialismo chino.
Levantar la bandera del apoyo a la Guerra Popular en la India de común acuerdo y conciliación con posiciones que han traicionado la Guerra Popular en Nepal, y presentarlo a nombre del comunismo y del Internacionalismo, es un despropósito y una falsificación del Internacionalismo Proletario, que tras la ventaja inmediata de la solidaridad internacional en el marco de la democracia burguesa, sacrifica el contenido revolucionario del Internacionalismo, pues lejos de unir, impide la unidad de los comunistas ante una causa justa y común como lo es la Guerra Popular en la India.
En abril del 2011, a pesar de las discusiones y críticas al centrismo complaciente con el revisionismo nepalés, algunos dimos apoyo teórico y práctico a la Semana de Solidaridad con la Guerra Popular en la India, también promovida por el Partido Comunista de Italia (m), el mismo que por esos días, con motivo del Primero de Mayo, impulsó una Declaración donde fue evidente la conciliación con el revisionismo, al eludir la traición en Nepal para poder firmarla en conjunto con el partido prachandista, y en la cual, además de otros partidos de conocida tendencia centrista, se involucró también el Partido Comunista de la India (Maoísta). Desde entonces, ese disimulado centrismo se guareció tras la mampara “antiprachandista” de Kirán & Cía., siendo denunciado, debatido y desenmascarado por distintas organizaciones marxistas leninistas maoístas, y especialmente combatido en las posiciones centristas de los maoístas de Galicia. Aún así, prosiguió la obstinada tendencia a conciliar con el revisionismo nepalés, y ahora como tendencia promotora de la Conferencia Internacional de Hamburgo, la convierte en una Conferencia “internacionalista” que desvirtúa el verdadero Internacionalismo Proletario, pues mientras se siga encubriendo la traición a la Guerra Popular en Nepal y tratando como camaradas a los traidores, su apoyo a la Guerra Popular en la India no irá más allá de marco solidario demócrata burgués, aceptable para el imperialismo y suficiente para el oportunismo, pero no para el comunismo revolucionario. Esta es una divergencia de principio respecto al Internacionalismo Proletario, que nos impide adherirnos a la Conferencia Internacional de Hamburgo.
Una divergencia de principio que no permite dejar en el olvido las palabras de Marx “La experiencia del pasado nos enseña cómo el olvido de los lazos fraternales que deben existir entre los trabajadores de los diferentes países y que deben incitarlos a sostenerse unos a otros en todas sus luchas por la emancipación, es castigado con la derrota común de sus esfuerzos aislados”, obligando a reafirmar nuestro apoyo internacionalista a la justa Guerra Popular en la India, rechazar la insensatez política de condenarla como “revisionismo armado”, defender que su perspectiva – como parte de la poderosa Revolución Proletaria Mundial y no de una impotente revolución burguesa – estriba en que prevalezca la línea proletaria marxista leninista maoísta en la política que dirige al fusil, en el Partido Comunista de la India (Maoísta), a quien renovamos nuestra admiración, apoyo y respeto, sin renunciar a la crítica marxista entre camaradas.
Una divergencia de principio respecto al Internacionalismo Proletario que nos conmina a mantener firme el compromiso de la Declaración Conjunta del pasado 26 de diciembre ¡La unidad internacional de los comunistas exige la derrota del revisionismo y del centrismo!, renovando el llamado a los camaradas signatarios a luchar por una línea general de deslinde con todo tipo de oportunismo, cuya derrota, así cueste el sacrificio de algunas ventajas inmediatas, será la verdadera garantía de la victoria futura de la Revolución Proletaria Mundial sobre el imperialismo, y del triunfo mundial de la Dictadura del Proletariado, único rumbo del genuino Internacionalismo Proletario.
Imperialism, the highest and last phase of capitalism, phase of agony and decomposition of the world capitalist system, has been and remains a parasite of society, an obstacle to its progress, a man-eater and a destroyer of nature. To long for a new model of capitalism without imperialism is a petty bourgeois reverie. To think in defeating imperialism without a world proletarian revolution or to pretend to succeed without defeating opportunism, is anti-imperialism by word of mouth, imperialist apologia indeed.Beyond imperialism just follows the World Proletarian Revolution and the Socialist Society under the dictatorship of the proletariat, which will lead to Communist Society without exploitation of man by man, without class distinctions, without wars and without state.
Against the World Proletarian Revolution –the main historical trend in the age of moribund capitalism- rises the bourgeoisie of the imperialist countries in association with the reactionary classes of all oppressed countries, pretending to avoid the burial of the world imperialist system of oppression and exploitation, in spite of being as it is an outdated and incompatible system with the existence of society, a system whose guise of equality, democracy and freedom has been torn by the current economic crisis, revealing the colossal accumulation and concentration of capital and wealth in the hands of the private ownership of monopolistic parasitic groups, in contrast to the accumulated misery in society whose labour produces the wealth. Faced with such dramatic reality, it is not enough to resist: Revolution is needed!
India is a gigantic material example of that situation. It is a hive of exploitation, where the wage slavery is reinforced with old forms of labour exploitation, in a single process in which a billion people produce for a minority of ruling classes, along with their imperialist masters and partners, to take ownership of all the wealth and concentrate it in their hands. India is a huge subcontinental prison, where under the banner of democracy is waged a bloody dictatorship of the bourgeoisie, landlords and imperialism on the working classes, with reactionary military campaigns such as the “Operation Green Hunt” against the righteous rebellion of the working masses of the country’s poorest.
Consequently, the acute social contradictions have turned India into a bastion and advanced stronghold of the world proletarian revolution, where the Communist Party of India (Maoist) leads the People’s War of the oppressed and exploited masses, risen up in arms, against the entire political and economic power of the oppressors and exploiters, both native and foreign ones, willing to overthrow and destroy the reactionary State and build the power of a new state of workers and peasants, whose embryos already emerged in various areas where the military power of the exploiters has been defeated. Instead, were established organs of People's Government backed in the Popular Militia that is, at the same time, the embryo of the general armed forces of the people in the future state of New Democracy, as a form of Proletarian Dictatorship.
“Operation Green Hunt” is an element of the reactionary and unjust war against the people of India, repudiated not only by workers, peasants, tribes and peoples, but also by democratic and progressive sectors inside and outside India.
The People’s War is, on the contrary, a just revolutionary war and the path of revolution in India against the reactionary state that protects the class privileges of all the exploiters. A war that deserves and requires the support of all the workers and peoples of the world as, little by little, is being proven in the global celebration of May Day.
The People's War in India requires the support and solidarity of revolutionaries and especially the Marxist Leninist Maoist communists of the world, according to the principle of proletarian internationalism, which is radically different to the support of democrats and progressives, that does not go beyond demanding respect for those human rights touted by the bourgeoisie; that does not go beyond vindicating the bourgeois flags of equality, liberty, fraternity and “democracy”, what means democracy for the rich and dictatorship for the poor; that does not go beyond expressing solidarity within the limits of the democratic bourgeois state.
Proletarian internationalism is diametrically opposed to the opportunistic falsification of internationalism that rises up against American imperialism but folds up and supports its imperialist competitors in Europe and Asia; that, by word of mouth, claims to defend the world proletarian revolution but, in fact, fears imperialism, betrays the People’s War and substitutes it for the stable of bourgeois parliament; that gives up the armed struggle aimed at destroying the reactionary state to prostrate itself before the dictatorship of the bourgeoisie; that renounces the revolution under the leadership of the proletariat to become outdated apologist of the bourgeois revolution of the old type. That was the revisionist disgusting traitor role played by the Communist Party of Nepal (Maoist) since 2006.
The essence of proletarian internationalism is the commitment, support and fight for the victory of the world proletarian revolution on imperialism in the necessary historical direction of the global triumph of the Dictatorship of the Proletariat. Being a fundamental principle of the Leninist theory of imperialism that without defeating opportunism the struggle against imperialism is an empty phrase, any conciliation with opportunism distorts and undermines the true proletarian internationalism.
Soon is to be celebrated in Hamburg an International Conference in Support
of the People's War in India, promoted and headed by the Italian Communist Party (Maoist) which was criticized by its reconciliation stand towards Nepali revisionism. However, far from recognizing and correcting this stand, it refused its self-criticism, persisting in conciliating with the boss of the "new" CPN (m), Kiran’s revisionist fraction, supporter of the tactic theory of the peace agreement, defender of the commitments made in the pact of treason against the People’s War, credulous in the bourgeois democracy and submissive to Chinese imperialism.
To raise the flag of support to the People's War in India in mutual agreement and conciliation with the positions that have betrayed the People's War in Nepal and to present it in the name of communism and internationalism is an absurdity and a falsification of the proletarian internationalism: this stand, after the immediate advantage of international solidarity in the framework of bourgeois democracy, sacrifices the revolutionary content of internationalism, because far from uniting, prevents the unity of the Communists before a common and just cause as it is the People's War in India.

Still, the obstinate tendency to conciliate with the Nepali revisionism continued and now, as promoter of the International Conference in Hamburg, it changes itself into an "internationalist" Conference that distorts the true proletarian internationalism because, as the betrayal of the People's War in Nepal continues to be concealed and the traitors treated as comrades, their support to the People’s War in India will not go beyond the framework of bourgeois democrat solidarity, acceptable to imperialism and sufficient for opportunism, but not for revolutionary communism. This is a divergence of principle with respect to proletarian internationalism that prevents us from adhering to the International Conference in Hamburg.
A divergence of principle that prevents us from forgetting the words of Marx "Past experience teaches us how forgetting brotherly ties that should exist between the workers of different countries and that should encourage them to hold each other in all their struggles for emancipation, is punished with the common defeat of their isolated efforts", and obliges us to reaffirm our internationalist support to the just People’s War in India, to reject the political folly that condemns it as "armed revisionism", to defend that its perspective –as a part of the powerful World Proletarian Revolution and not of an impotent bourgeois revolution- consists in that the proletarian Marxist Leninist Maoist line prevails in the point saying that politics directs the fusil, in the Communist Party of India (Maoist), to whom we renew our admiration, our support and respect without renouncing Marxist criticism among comrades.
A divergence of principle with regard to proletarian internationalism that urges us to hold strong the commitment of the Joint Declaration of December 26 The international unity of communists requires the defeat of revisionism and centrism! renewing the call to the comrades who signed it to fight for a general line of delimitation with all kinds of opportunism, whose defeat, in spite of sacrificing some immediate benefits, will be the true guarantee of the future victory of the World Proletarian Revolution on imperialism, and of the global triumph of the Proletarian Dictatorship, the only course of genuine Proletarian Internationalism.

TO THE PEOPLE’S WAR IN INDIA
Against the World Proletarian Revolution –the main historical trend in the age of moribund capitalism- rises the bourgeoisie of the imperialist countries in association with the reactionary classes of all oppressed countries, pretending to avoid the burial of the world imperialist system of oppression and exploitation, in spite of being as it is an outdated and incompatible system with the existence of society, a system whose guise of equality, democracy and freedom has been torn by the current economic crisis, revealing the colossal accumulation and concentration of capital and wealth in the hands of the private ownership of monopolistic parasitic groups, in contrast to the accumulated misery in society whose labour produces the wealth. Faced with such dramatic reality, it is not enough to resist: Revolution is needed!

This is a divergence of principle with respect to proletarian internationalism that prevents us from adhering to the International Conference in Hamburg.
A divergence of principle that prevents us from forgetting the words of Marx "Past experience teaches us how forgetting brotherly ties that should exist between the workers of different countries and that should encourage them to hold each other in all their struggles for emancipation, is punished with the common defeat of their isolated efforts", and obliges us to reaffirm our internationalist support to the just People’s War in India, to reject the political folly that condemns it as "armed revisionism", to defend that its perspective –as a part of the powerful World Proletarian Revolution and not of an impotent bourgeois revolution- consists in that the proletarian Marxist Leninist Maoist line prevails in the point saying that politics directs the fusil, in the Communist Party of India (Maoist), to whom we renew our admiration, our support and respect without renouncing Marxist criticism among comrades.
A divergence of principle with regard to proletarian internationalism that urges us to hold strong the commitment of the Joint Declaration of December 26 The international unity of communists requires the defeat of revisionism and centrism! renewing the call to the comrades who signed it to fight for a general line of delimitation with all kinds of opportunism, whose defeat, in spite of sacrificing some immediate benefits, will be the true guarantee of the future victory of the World Proletarian Revolution on imperialism, and of the global triumph of the Proletarian Dictatorship, the only course of genuine Proletarian Internationalism.
